Operations Analyst (Anti-Corruption) Bank Dunia Jakarta. Both the Government of Indonesia (GOI) and the World Bank commit to combat corruption, collusion and nepotism. The position described in these TORs is one of a number of assignments which together aiming at preventing corruption and thereby increase the effectiveness and efficiency of Bank-financed projects in Indonesia. In recent years, the World Bank has taken a number of measures to reduce corruption in the execution of its projects in Indonesia. These measures include strengthened supervision during project implementation, more robust financial management, procurement and audit policies including the integration of ex-post procurement audits and maintaining the Anti-Corruption Action Plans (ACAP) for each project.

Statement of Objectives

As part of its ongoing efforts to support corruption prevention in Indonesia, the World Bank Office Jakarta requires the services of an Indonesian consultant with experience in the area of corruption prevention to assist the Anti-Corruption Team in minimizing the risk of corruption in World Bank financed projects portfolio in Indonesia, developing accountable institutions, and building partnerships with World Bank’s stakeholders. Based out of the Operational Services Unit (OSU), the successful candidate will be part of a small team that focuses on developing and implementing mechanisms and strategies intended to minimize the impact of corruption and collusion within World Bank-supported projects.

Duties and Responsibilities

• Assist project preparation teams with developing Anti-Corruption Action Plans (ACAP) for all new projects and ensuring government ownership and involvement in ACAPs. At present, ACAPs are the main project-based tool used by the World Bank in preventing corruption.

• Obtain data on compliance with the anti-corruption measures included in the ACAPs. Provide recommendations on how compliance can be better enforced. Participate in regular reviews and assessments of ACAP effectiveness and produce relevant analyses for the use of Task Team Leaders and GOI implementing agencies.

• Develop efforts aiming at improvement of the effectiveness of ACAP implementation.

Secondary duties may include, but are not necessarily limited to:

• Participate in the monitoring and supervision of World Bank projects, as requested, particularly with respect to implementation of and compliance with the Anti-Corruption Action Plans. This will involve some field travel.

• Contribute to selected research and contribute ideas to the analysis of corruption prevention techniques and mechanisms with a view to identifying those most likely to be effective in reducing corruption within projects supported by the World Bank. This will involve identifying new and innovative means for detecting indication of corruption within World Bank-funded projects.

• Develop links and/or maintain communications with relevant external stakeholders in civil society, academic institutes and the independent media. This external liaison role may also involve maintaining relationships and ensuring coordination with other donor agencies and relevant Government of Indonesia bodies.

Reporting

He/she will work within the Operational Services Unit (OSU) and under the daily guidance of the Senior Operations Officer tasked with anti corruption prevention measures and initiatives on behalf of the Anti-Corruption Team.

• Minimum Master’s degree in Economics, Accounting, Communications, Politics or Social Sciences) or Bachelor’s degree in a relevant field and at least four years of full-time work experiences in a field related to international development, anti-corruption, and governance.
• Familiarity with and, ideally, direct experience on anti-corruption issues and programs.
• Experience with and or solid knowledge of government and civil society.
• Knowledge of accounting, auditing and/or other finance-related skills would be an asset.
• Good computer skills and preferably familiarity with database management.
• Strong oral and written communications skills, in bahasa Indonesia and English.
• Ability to work flexibly, as part of a team, and to work collaboratively with a range of external stakeholders.

Hamilton: One day a woman will kick a*se in F1

Reigning Formula 1 World Champion Lewis Hamilton has waded into the sport's sex debate in suggesting that one day a female driver will 'come along and kick everyone's a*se' in the top flight – as his McLaren-Mercedes team defended its star turn from the criticism he has received so far this year.

Only five women have ever participated at the highest level – Maria Teresa de Filippis in the late 1950s, Lella Lombardi and Divina Galica in the mid-1970s, Desiré Wilson in 1979 and Giovanna Amati in 1992 – and of them, only the late Lombardi ever troubled the scorers, with a half-point for sixth place in the tragic 1975 Spanish Grand Prix at Montjuïc Park, whilst the latter three never actually made the starting grid.

The 1976 British Grand Prix at Brands Hatch is the only event in F1 history to-date with more than one woman driver on the entry list, though neither Lombardi (Brabham) nor Galica (Surtees) succeeded in qualifying for the race. Current leading female competitors include DTM aces Susie Stoddart and Katherine Legge, and IndyCar Series race-winner and poster girl Danica Patrick, who was linked to an ultimately abortive test outing with Honda late last year.

“As the world evolves a woman is bound to come along and kick everyone's a*se,” Hamilton told The Sun. “I'll hope for the best when that comes.”

The 24-year-old's view point is somewhat at odds with the opinion expressed by compatriot and Brawn GP world championship leader Jenson Button, who joked last year in an interview with men's lifestyle magazine FHM that: “A girl with big boobs would never be comfortable in the car, and the mechanics wouldn't concentrate. Can you imagine strapping her in? You wouldn't want to be on the circuit with them, would you?”

Hamilton's 2009 form may pale into near-insignificance compared to that of Button, who looks increasingly odds-on to follow in his Stevenage rival's wheel tracks in lifting the drivers' laurels come season's end – but McLaren team principal Martin Whitmarsh has been quick to defend his young charge's performances both this year and last, in the wake of two successive failures to make it beyond the initial Q1 phase of qualifying in Monaco and Istanbul.

“Lewis has done an extraordinary job this year in what is a new experience for him,” the Englishman stressed. “There will always be people who will look at [him] winning in the most competitive car – in the past Lewis has been in the best karts and the best junior formulae teams. He has had an entire career of going to a racetrack with the firm conviction that if he had the equipment and he did a good enough job, he would win the race.

“Sadly we have not provided him with that this year – and that has been a big learning experience for him. It is not an enjoyable experience, but we all learn from these situations, and Lewis will. He is an extraordinary racing driver and a worthy world champion, so any questions of him have already been answered.”

Former F1 team owner-turned-BBC pundit Eddie Jordan described the aerodynamically poor MP4-24 as being 'quite simply hopeless, one of the worst possibly that McLaren have ever designed', and elsewhere in the paddock the car has been uncharitably labelled a 'boat' – but Whitmarsh revealed that a major upgrade is in the pipeline for the German Grand Prix at Hockenheim next month, or possibly even the British Grand Prix at Silverstone in just over a week's time should it be ready soon enough.
