Climate Policy Officer

The European Secretariat of ICLEI-Local Governments for Sustainability seeks to fill a project officer position with tasks in particular related to a new project on climate and energy, linked to the European energy and climate developments as well as the Local Government ClimateRoadmap process towards COP15 in Copenhagen 2009. For further information, please see: www.iclei.org/climate-roadmap. The officer will work under the supervision of the Coordinator of the Climate and Air Team of ICLEI Europe. This call for application is under the provision of final confirmation of project funds. TASKS AND RESPONSIBILITIES INCLUDE: Responsibilities include: - Implementation of and involvement in several projects related to climate protection and energy, with a focus on local governments; - Preparation and support of events and outreach actions with local governments, national governments and European agencies; - Contribution to the process development of the Local Government Climate Roadmap from a European perspective; - Contribution to the further development of ICLEI’s activities related to climate protection related strategies. Tasks include: - Support the coordination of activities with and among other European and national local government networks, - Drafting European local government positions on a wide range of topics relevant to the post-2012 international climate negotiations under supervision of the responsible Coordinator - Preparing events from a programmatic and strategic perspective; - Efficient and result oriented implementation of tasks within several projects including management of project budgets and activity planning under supervision of the responsible Coordinator, - Maintaining contact to project partners and participants, - Preparation of project reports and other project related documents, - Developing and supporting media activities; - Presentations at seminars and conferences; - General office support, filing, communication with external partners, minutes writing, summaries, etc. SKILLS REQUIRED: - Education: University graduate with relevant knowledge regarding climate policy, environmental issues, international cooperation, urban development; - Professional experience: At least two years in a similar position; - Knowledge: Understanding of local, European and international climate policy is a pre-requisite; expertise in sustainable energy issues is an asset; - Communication skills: Excellent communication competence (orally and in writing), independent high quality communication with external partners, including government representatives is a relevant element of the task; - Languages: very good English (orally and in writing), very good German (orally and in writing), further internationally relevant language(s) is an asset; - Computing: Use of MS Office, databases, e-mail and Internet - Organisational skills: ability to work self-organised within a busy team; - Previous experiences in an international o European organisation, and/or local authority is an asset; - Readiness and ability to travel intensively. CONDITIONS: - Duration: June 2009 until May 2010 (12 months) as minimum, extension envisaged depending on funding - Start: June 2009 - Gross annual salary: According to ICLEI salary scheme „Project Officer“ (indicative: 29.000 – 36.000 Euro gross) - See also general conditions at the end of this announcement - Place of work: ICLEI European Secretariat, Freiburg im Breisgau, Germany; - Workings hours: 40/week, six weeks of paid leave per annum; - Working language: English - Applicants must hold EU citizenship or valid EU resident permit or shall be in the position of being granted a work permit upon request to German authorities.
